In 2001, the Department of Transportation issued a rule requiring that personnel collecting urine specimens for DOT drug testing meet the training requirement sin 49 CFR 40.33.

Each collector must receive qualification training that includes steps to complete a collection correctly, how to handle problem collections and fatal flaws.  The regulations require that the collector demonstrate proficiency in the collection process by completing five mock collections.

Collectors must receive refresher training every five years to continue serving as a DOT Collector.
